His upside is low as an aging wideout who lacks explosiveness in the weak Titans' passing offense, but he is the target leader on the season with 68. Since Treylon Burks (concussion) has been ruled out, Woods could pay off as a desperation flex play in PPR leagues against the Los Angeles Chargers.
