BALLER MOVE: Start
POSITIONAL VALUE: WR2/WR3
ANALYSIS: Cincinnati Bengals wide receiver Tee Higgins is a good receiver on a good offense with a good quarterback. Sometimes it's that simple. He'll play a tough Baltimore Ravens defense in Week 5, but that shouldn't deter fantasy managers. The Higgins-Joe Burrow combo can have a good game against any team.
Higgins had less playing time in Week 4, but the Bengals were running out the clock after being ahead late against the Carolina Panthers, and there was no reason to risk injury. He had 10 targets, catching six for 60 yards. Follow the targets. He's a big part of the offense and that's what matters.

Cincinnati seems to always start its season on self-imposed probationary periods. It starts the season as the Bungles and becomes the Bengals. Inexplicably, like clockwork, it seems to happen every year. So naturally its players are terrible in fantasy for the first few weeks.
Higgins wasn't there for the first few weeks because he was hurt, but he appears to be fully healthy and back to his important role in the offense. If the Ravens score a lot on the Bungles, ahem Bengals, they'll have to start passing a lot and that's good for Higgins.
Start him.

The wide receiver position has an advantage over the running back position in PPR scoring formats, typically.
