With Stefon Diggs out for the season due to a knee injury, Woods, Xavier Hutchinson, and John Metchie III will compete for targets alongside Tank Dell, who is in line to have a more significant role in the offense.
This week, Houston faces the New York Jets, a tough matchup as they give up the fifth-fewest fantasy points to quarterbacks and the fourth-fewest to wide receivers.
Given Woods' limited involvement and the competition for targets, he should remain on your bench in all leagues. While he might have occasional flashes, he lacks the consistent production needed for a starting lineup.
