Furthermore, the Jacksonville Jaguars represent the 31st-ranked pass DVOA in the NFL. The Texans are five-point underdogs to the Jags, which implies they should be forced to the air. Cooks plays in one of the most inept offenses in the NFL, but his ceiling is very high considering the matchup and target share.
