NFL QB Power Rankings: Projecting All 32 Starters In 2025

Quincy Milton projects and ranks all 32 starting NFL quarterbacks for the 2025 season. From Josh Allen to Will Levis, see where your favorite quarterback falls.

The 2024 NFL season has concluded. In what turned out to be a surprise, the Eagles thumped the Chiefs in the Super Bowl to cap off what had been an exciting NFL playoffs. Jalen Hurts certainly earned himself some points for this list.

Many of the starting quarterbacks are set for 2025, especially with a limited crop of rookies entering the league. However, each quarterback has a different level of question marks or expectations around him.

With so much ascending talent such as Jayden Daniels, Bo Nix, and even a rejuvenated Bryce Young, 2025 should be an interesting year for quarterbacks. While these projections and power rankings are preliminary, it is never too early to explore the quarterback landscape. Let's dive in and see where every projected starter ranks heading into next season with a couple of potential rookie surprises mixed in.

1. Josh Allen - Buffalo Bills

The NFL's MVP reigns supreme on this list heading into the offseason. While Josh Allen ultimately fell short of propelling the Bills to a Super Bowl, he did his part to keep the Bills competitive in a season in which they were supposed to be anything but. The boys in Buffalo will be back next season.

 

2. Lamar Jackson - Baltimore Ravens

Lamar Jackson and the Ravens fell short of expectations once again in 2024. However, the first-team All-Pro appears poised to run it back with a similar cast of characters around him in 2025. Perhaps this will be the year the Ravens will finally break through the top dogs in Kansas City.

 

3. Jalen Hurts - Philadelphia Eagles

Jalen Hurts is finally a champion. After falling short in both college and the NFL, Hurts became a Super Bowl MVP this season. He is positioned with a great chance to win another one in 2025 and should only continue to ascend.

 

4. Joe Burrow - Cincinnati Bengals

Joe Burrow is back in Cincinnati after an MVP-caliber season where the Bengals did not make the playoffs. Expect the Bengals to push for a division title this year if they can fix their defense. Burrow is too good for this team to not punch its ticket to the big dance every season.

 

5. Patrick Mahomes - Kansas City Chiefs

Patrick Mahomes and the Chiefs were completely bottled up in the Super Bowl. Mahomes played what was perhaps the worst game of his career. However, he displayed the talent that we know and love when the Chiefs started making noise during garbage time. Hopefully, we get the see the 5,000-yard version of Mahomes in 2025 rather than the sub-4,000-yard version we got in 2024.

 

6. Jayden Daniels - Washington Commanders

Jayden Daniels cemented himself as one of the top quarterbacks in the league with a stellar rookie season. He led the Commanders to the NFC Championship Game and is frankly the sole reason they even got there. Expect Daniels to take a massive leap forward in 2025 with the Commanders positioned to make a serious championship run next season.

 

7. Jared Goff - Detroit Lions

Jared Goff finished the season on a very low note with a poor performance against the Commanders in the Divisional Round. He subsequently lost multiple offensive staff members to other coaching gigs, including offensive coordinator Ben Johnson. Goff will need to prove that he can continue to play at a high level.

 

8. Justin Herbert - Los Angeles Chargers

At one point in 2024, the Chargers looked like legitimate title contenders. With head coach Jim Harbaugh having another season to seal his stamp on this team, Justin Herbert and Los Angeles should be a problem next season. Look for Herbert to play at an MVP level in 2025.

 

9. Jordan Love - Green Bay Packers

The Packers' promising young quarterback was inconsistent in 2024. Jordan Love was unable to recreate the magic he found in the 2023 playoffs when the Packers dismantled the Cowboys in the Wild Card round. Still, Love should continue to improve and his receivers along with him.

 

10. Baker Mayfield - Tampa Bay Buccaneers

Baker Mayfield lost yet another offensive coordinator this offseason when Liam Coen departed for the Jaguars' head-coaching vacancy. As such, Mayfield will attempt to follow up the best season of his career in a new offense. Still, Mayfield has excellent talent around him and a solid organizational structure. The Bucs should be in contention for the playoffs once again.

 

11. Tua Tagovailoa - Miami Dolphins

Tua Tagovailoa's 2024 season was marred by another concussion. His objective in 2025 should be to stay healthy. When he is healthy, this team simply wins. Despite his absences in 2024, the Dolphins were on the cusp of a playoff berth. They should be right back in the mix in 2025 with a healthy Tagovailoa.

 

12. Matthew Stafford - Los Angeles Rams

Matthew Stafford has stated his intention to continue playing in 2025. The question is whether or not it will be with the Rams. While there are a couple of situations where Stafford could go and contend for a title, the Rams do not have a lot of options. Look for Stafford (who loves Los Angeles) and the Rams to work something out and push for another NFC West title in 2025.

 

13. Brock Purdy - San Francisco 49ers

Brock Purdy is in line for a massive extension this offseason. Everyone knows that he is going to receive an extension and lead the 49ers again this season. Purdy's weapons are aging and coming off injuries. It remains to be seen if Purdy will be able to elevate this 49ers team with less excellence around him moving forward.

 

14. Dak Prescott - Dallas Cowboys

After missing most of the 2024 season with a hamstring injury, Dak Prescott will return as Dallas' starter in 2025. Prescott will be playing under a new head coach, Brian Schottenheimer. Schottenheimer does not have head-coaching experience, but he has run successful offenses in the NFL.

 

15. Bo Nix - Denver Broncos

Bo Nix and the Broncos delivered a surprising playoff campaign in 2024. While they were demolished by the Bills in the Wild Card round, this team has a bright future with a stud young quarterback. The AFC West is suddenly riddled with promise. Will this team be able to compete with the Chiefs next season?

 

16. Russell Wilson - Pittsburgh Steelers

Russell Wilson seems to have the inside track on the Steelers' starting quarterback job in 2025. For starters, the team does not have a lot of options and backup Justin Fields has not been floated as a potential option next year. However, the offseason is young and Pittsburgh could still very well turn to Fields or even a rookie in 2025.

 

17. C.J. Stroud - Houston Texans

C.J. Stroud took a step back in 2024 after an excellent rookie season the previous year. The Texans are in a solid position to retool their offense and they have what is nearing a championship-caliber defense. With a weak division, the Texans should enter 2025 with playoff aspirations once again. Look for Stroud to improve under the Texans' new offensive coordinator.

 

18. Geno Smith - Seattle Seahawks

Geno Smith is likely to return as the Seahawks starter for at least one more season. Smith has not delivered for the Hawks since his breakout 2022 season. However, if Seattle can fix the running game and surround Smith with enough talent, it could make a push for the NFC West title.

 

19. Sam Darnold - Cleveland Browns

Darnold's free agency will be one to watch this offseason. He could very well re-sign with the Vikings. Should he decide to leave, or the Vikings decide they do not want to pay him, Darnold's solid options will be limited.

With a reunion with the Jets seeming unlikely, the Browns and Raiders seem like the most likely landing spots for Darnold at this early junction. With the Browns not publicly displaying strong feelings toward the top quarterbacks in the draft, they seem like a candidate to sign a signal-caller this offseason.

 

20. Kyler Murray - Arizona Cardinals

Kyler Murray is going to be back as the Cardinals starting quarterback. However, the jury is still out on this player. His highs are high, but his lows are simply head-scratching. Murray is supremely talented and perhaps another offseason with wide receiver Marvin Harrison Jr. will get these two players on the same page.

 

21. Caleb Williams - Chicago Bears

Caleb Williams is an interesting prospect moving forward. The Bears signed former Detroit Lions offensive coordinator Ben Johnson as their new head coach. If Johnson and Williams can gel in the same manner that Johnson and Jared Goff did in Detroit, this relationship could be magical.

 

22. Bryce Young - Carolina Panthers

Bryce Young played his way into another shot as the Panthers starter. Only this time, it feels like Young has real momentum and a solid shot at being a quality starting quarterback in the NFL. Young was awesome over the second half of 2024. He capped off the season with a ridiculous five-touchdown overtime win over the Falcons in Week 18.

 

23. Trevor Lawrence - Jacksonville Jaguars

While Mac Jones held down the fort for much of the season, this is Trevor Lawrence's team. With new head coach Liam Coen coming to town, Lawrence has a chance to take a step forward. This offense felt stagnant and predictable in 2024. If Coen can deliver for Lawrence the way he did for Baker Mayfield in Tampa Bay, we could finally see Lawrence reach his ceiling.

 

24. J.J. McCarthy - Minnesota Vikings

Sam Darnold led the Vikings to the playoffs and 14 wins in 2024, but his play down the stretch of the season is the reason why this team was one and done. McCarthy has been nursing a knee injury this season and Darnold's play at the end of the season made it easier for the Vikings to consider turning the keys over to McCarthy. Only time will tell based on what happens during free agency.

 

25. Michael Penix Jr. - Atlanta Falcons

Michael Penix Jr.'s era has officially begun in Atlanta. Kirk Cousins is likely to be traded or cut this offseason. Even if he remains on the roster, Penix is the guy moving forward. In limited action toward the end of 2024, Penix displayed the talent that made him the No. 8 overall pick in 2024. Expect Penix to have a big year in 2025.

 

26. Drake Maye - New England Patriots

Drake Maye is entering his sophomore season with Josh McDaniels as his offensive coordinator. Say what you will about McDaniels as a head coach, but there is no doubting his acumen as an offensive coordinator. McDaniels worked wonders with a rookie Mac Jones in 2021.

 

27. Derek Carr - New Orleans Saints

Spencer Rattler got a chance to audition for the Saints in 2024 with Derek Carr nursing an oblique injury over the second half of the season. Rattler was not awful, but all signs point toward Carr starting for the Saints once again in 2025. Carr's best days may be behind him and the Saints are a few years away from doing much winning.

 

28. Anthony Richardson - Indianapolis Colts

Anthony Richardson's career is teetering on the brink of how he opens the 2025 season. Richardson's 47.7 percent completion percentage in 2024 leaves a lot to be desired. To be fair, Richardson's skill players did him no favors with drops. However, Richardson needs serious help with his mechanics. He will be working with biometric expert Chris Hess this offseason to improve his throwing motion. Hess helped catapult Josh Allen to stardom.

 

29. Shedeur Sanders- Las Vegas Raiders

Shedeur Sanders has been consistently mocked to the Raiders at No. 6 in the NFL Draft. It is no secret that Sanders and his father, Deion Sanders, would love to see him in Las Vegas. Additionally, the Tom Brady connection is undeniable. Still, the Raiders may need to move up in the draft if they want to select Sanders.

 

30. Tyrod Taylor - New York Jets

It is difficult to project the Jets' Week 1 starter for 2025. Aaron Rodgers will not be back with the team and they do not have many realistic options this coming season. Drafting a quarterback also seems unlikely with the Jets owning the No. 7 pick in the draft. Taylor may be a solid bridge option while the team looks ahead to next year or takes a shot at a second-round prospect such as Alabama's Jalen Milroe.

 

31. Cam Ward - New York Giants

Early offseason buzz indicates that Cam Ward could end up in the Meadowlands in 2025. The Titans and Browns own the first two picks in the draft and seem to be wild cards concerning who they will draft. Ward would step into a bit of a mess in New York but he would have an excellent young target in Malik Nabers.

 

32. Will Levis - Tennessee Titans

For now, it seems as though the Titans may give Levis one more shot at proving he is a starting quarterback in the league. The team has been very non-committal with its plans for the No. 1 pick in the draft and could even trade out of the spot. There are no quarterbacks in this class who are as exciting as we have had in the past couple of years, so Levis may receive the first month of the season for one last audition.
