ANALYSIS: San Francisco wide receiver Jacob Cowing has a tantalizing set of skills, including excellent speed (4.39 40-yard dash) and quickness, but head coach Kyle Shanahan usually doesn't give rookies enough volume to make them fantasy-relevant.
Fellow WRs Deebo Samuel Sr. and Brandon Aiyuk were fantasy relevant in their rookie seasons and developed into stars, but it took time for them to develop, and both were drafted much higher than Cowing.

Cowing has shown promise but is still raw. The hope is that Shanahan puts him in Samuel's role and has him take handoffs, short passes, and screens and make plays with his speed and elusiveness, but nothing concrete has materialized. Cowing hasn't even taken a snap on offense yet.
There's nothing to indicate Cowing will have much of a role. In the long term, Samuel and Aiyuk aren't going anywhere for the rest of the season, and Samuel will resume his starting duties when he returns. Cowing is still behind Jauan Jennings and Ricky Pearsall (when he returns) on the depth chart as well.
He's a highly speculative add in very deep leagues but best left on waivers. There are many better options out there.
