ANALYSIS: Horton is one of the most well-regarded pitching prospects in baseball. Only Paul Skenes and Jackson Jobe are rated more highly as right-handed starters than the Cubs' former first-round pick.
Horton is on the fast track to the major leagues, but the Cubs may take their time determining when he's ready to make the final jump.
Horton was making hitters look silly at the Double-A level in his first four starts (18 K in just 16 IP and a 1.10 ERA) and was promoted to Triple-A Iowa just two weeks ago. He's made two starts for the Iowa Cubs but has struggled so far, walking eight and allowing eight earned runs over just seven innings. But the strikeouts are still there, too, as he has 11 through his first two starts.

As long as their rotation stays intact for now, the Cubs can be willing to be patient with Horton as he develops. He's thrown just 111 innings between last year and this year in the minors so even once he comes up to the big leagues, the Cubs are likely going to have a plan in place to manage his innings.
He's a must-own in dynasty and keeper formats, but in redraft leagues, he's a luxury stash only for those who have a roster spot that they can afford to occupy for at least another month.
