POSITIONAL VALUE: RB4
ANALYSIS: Always starting players after big games without reading into the context of what happened is a way to get bad or at best inconsistent, fantasy production. Justice Hill benefited from a positive game script in the blowout of the Buffalo Bills in Week 4, and it's hard to count on that happening consistently.
He only had four carries for 18 yards but benefited from six catches on six targets for 78 yards and a touchdown. The Bills defense tends to funnel production to RBs and completely shut down wide receivers. They've now given up the most fantasy points to running backs in the league while allowing the second-fewest to receivers.

He did make some nice plays, though. Baltimore's offense is also humming. It's the Derrick Henry show, though. He will always be the priority, and Hill should have decent games when the Ravens receivers can't do much. The Cincinnati Bengals offense should be more competitive with the Ravens.
The Bills matched up poorly schematically with the Ravens because the Bills decided to not have any great receivers this year. That doesn't work well against a talented and disciplined secondary. The Bengals have great receivers while having a worse secondary than the Bills, so the game script should favor receivers more.
Hill isn't worth starting and is just a handcuff for King Henry.
