2023 NFL QB Power Rankings: All 32 Starting Quarterbacks After Week 9

Joe Burrow - Fantasy Football Rankings, NFL Injury News, DFS and Betting Picks

Brant Henson ranks all 32 NFL starting quarterbacks. Who are the top quarterbacks in the NFL heading into Week 10? Which NFL teams have elite quarterbacks?

Week 9 was a fun rollercoaster for quarterback play as we saw the rise of Joe Burrow, the legends of C.J. Stroud and Joshua Dobbs, and some duds from Geno Smith, Clayton Tune, and Brett Rypien. Top-tier quarterbacks won through defense and ball control (Mahomes, Herbert, Jackson), and Dak and Jalen Hurts gave us an all-time quarterback battle.

As we head into Week 10, franchise guys are becoming healthy. Kyler Murray was activated off of the PUP list, Justin Fields has practiced in limited fashion, Matthew Stafford is rumored to be ready after the bye, and Deshaun Watson is finally set to make another start.

We are getting into the crop of NFL season. How does the quarterback landscape shake out as we enter the stretch run?

Be sure to check all of our fantasy football rankings for 2025:

1. Jalen Hurts - Philadelphia Eagles

Philly is on top of the league, and Jalen Hurts is on top of the quarterback power rankings. Hurts dissected the Cowboys’ defense on Sunday, completing 17-of-23 passes for 207 yards and two scores while adding 36 rushing yards and a touchdown on the ground. Hurts and the Eagles will head into bye week with a Super Bowl rematch against Kansas City up next.

2. Joe Burrow - Cincinnati Bengals

We can confidently say that Joe Burrow is back after back-to-back lights-out games against San Francisco and Buffalo. Burrow was dominant Sunday night against Buffalo, passing for 348 yards and two touchdowns in the dominant win. Burrow is going to need to continue to play at a high level for the remainder of the season, as the entire AFC North has a winning record after Week 9.

3. Patrick Mahomes - Kansas City Chiefs

Patrick Mahomes squeaked out a Sunday morning win in Germany despite Miami’s late comeback attempt. Mahomes only passed for 185 yards and two scores in a win that was largely headed by Kansas City’s defensive efforts. The two-time Super Bowl MVP heads into bye week before a Super Bowl rematch against Philadelphia.

4. Tua Tagovailoa - Miami Dolphins

Tagovailoa was held under 200 yards in Germany, passing for 193 and just one touchdown in the 21-14 overseas loss to Kansas City. Despite going down 21-0 at halftime, Tagovailoa nearly completed a comeback. Miami is on bye next week before returning to play the Raiders in Week 11.

5. Lamar Jackson - Baltimore Ravens

Lamar Jackson did not have any need to stuff the stat sheet in Baltimore’s dominant 37-3 win over Seattle. Jackson went 21-for-26 for 187 yards and carried the ball 10 times for 60 yards in a game that the Ravens won through tenacious defense and an unstoppable run game. The AFC North race heats up significantly as Baltimore takes on Cleveland and Cincinnati in their next two games.

6. Dak Prescott - Dallas Cowboys

Dallas may not have stolen the win on the road in Philadelphia, but Dak Prescott played out of his mind and gave fans a reason to believe in this Dallas team. Prescott completed 29-of-44 passes for 374 yards and three scores, coming just inches away from a win against the divisional rival Eagles. Prescott should be able to rattle off wins the next three weeks (Giants, Panthers, Commanders) before hitting a tough stretch in the schedule.

7. Trevor Lawrence - Jacksonville Jaguars

Trevor Lawrence and the Jaguars were on bye last week, returning to face a San Francisco 49ers team also fresh off of a bye. Jacksonville and San Francisco are two teams trending in different directions, with Jacksonville winning their last five while San Francisco rides a three-game losing streak. Sunday’s game should be one of the most highly-touted matchups of Week 10.

8. C.J. Stroud - Houston Texans

What a day from Houston Texans rookie quarterback C.J. Stroud, who looks like a star in this league just eight games into his career. Stroud shattered rookie passing records as he dropped 470 yards and five touchdowns on Tampa Bay, leading a comeback with under a minute on the clock to win 39-37. Stroud takes on Joe Burrow and the Bengals next week in what could be a shootout.

9. Josh Allen - Buffalo Bills

Josh Allen and the Bills are now 5-4 after losing in Cincinnati on Sunday night. Allen went 26-for-38 for 258 yards with a touchdown and an interception in the loss, adding 44 rushing yards and a touchdown. Buffalo would be on the outside looking in if the season ended today. Their next opportunity to put a win on the board comes Monday against a Denver team coming off of a bye.

10. Justin Herbert - Los Angeles Chargers

Justin Herbert did not play a great game against the Jets’ defense but then again, who does? New York has been shutting quarterbacks down all season long, and the Chargers still brought home a win on Monday night. Herbert went 16-for-30 for 136 yards and took three carries for 17 yards in the primetime win and faces Detroit in a fun matchup next Sunday.

11. Jared Goff - Detroit Lions

Jared Goff and the Lions are coming off of their bye week to take on the Los Angeles Chargers. Detroit has been one of the bigger surprises of the NFL season so far with Goff having a career year as he attempts to lead the team to the playoffs for the first time since 2016.

12. Brock Purdy - San Francisco 49ers

Brock Purdy returns to action this week following a bye after three straight losses. Purdy and the 49ers play a surging Jacksonville team in what will be one of the highest-regarded games of the week.

13. Sam Howell - Washington Commanders

Sam Howell continued to prove that he belongs on Sunday, delivering another win behind a 325 yard performance in New England. The second-year quarterback has Washington sitting at 4-5 and has flashed the ability to be a franchise quarterback all season long.

14. Derek Carr - New Orleans Saints

Derek Carr has rattled off two straight wins for New Orleans, which now sits first place in the NFC South. Carr went 25-of-34 for 211 yards and two scores against Chicago, remaining efficient and not turning the ball over once in the win. Carr is the best quarterback in New Orleans since Drew Brees, offering optimism to get the team back to the postseason.

15. Deshaun Watson - Cleveland Browns

Deshaun Watson finally returned to the field for Cleveland following what was essentially a four game absence after briefly returning in Week 7 against Indianapolis just to get knocked out early. Watson played well in his return, granted it was against the 1-8 Arizona Cardinals. He completed 19-of-30 passes for 219 yards and two scores in the win. Cleveland is on a crucial two-game AFC North stretch, with games against Baltimore and Pittsburgh looming.

16. Joshua Dobbs - Minnesota Vikings

The story of the week was hands down Minnesota Vikings quarterback Joshua Dobbs’ electric debut. Acquired just five days prior to being thrust into game action after rookie Jaren Hall suffered a concussion, Dobbs orchestrated a late comeback win to keep Minnesota’s playoff hopes afloat just a week after losing Kirk Cousins for the season. The journeyman completed 20-of-30 passes for 158 yards and two touchdowns and added 66 rushing yards with a touchdown on the ground in his first game action in Minnesota. He will be back under center this week against New Orleans.

17. Kyler Murray - Arizona Cardinals

He’s back. Kyler Murray was activated from the PUP list on Tuesday, indicating that he is in line to start in Week 10 against the Atlanta Falcons. Murray will be making his season debut after tearing his ACL a season ago. Arizona is in need of a boost at the quarterback position after rookie Clayton Tune struggled in his NFL debut, passing for just 58 yards and two interceptions.

18. Geno Smith - Seattle Seahawks

Geno Smith and the Seattle offense were shut down by Baltimore in Week 9 as they fell 37-3. Smith completed 13-of-28 passes for 157 yards with an interception in the blowout loss. Smith will look to rebound next week against a 4-5 Washington squad searching to get to .500.

19. Russell Wilson - Denver Broncos

Russell Wilson and the Denver Broncos were on bye last week, riding hot off of two straight wins. Wilson will be back under center on Monday night against a Buffalo Bills team that is enduring struggles of their own.

20. Baker Mayfield - Tampa Bay Buccaneers

Baker Mayfield played a great game against Houston on Sunday, totaling 37 points and going 21-of-30 for 265 yards and two scores. Despite the juggernaut offensive performance, it wasn’t enough to hold off C.J. Stroud’s Houston team from pulling the win off and Tampa fell to 3-5. The Buccaneers will look to get back on track against Tennessee this week.

21. Will Levis - Tennessee Titans

Will Levis fell from his dazzling debut on Thursday night, completing 22-of-39 passes for 262 yards with an interception in his second career start in a loss to Pittsburgh. Levis was named the starting quarterback over Ryan Tannehill going forward, officially kicking off a new era in Nashville. He will make his third career start against a Tampa Bay team that just surrendered 39 points to Houston.

22. Justin Fields - Chicago Bears

Justin Fields returned to practice late last week and despite Tyson Bagent drawing the start against New Orleans, the third-year quarterback’s return could happen this Thursday against Carolina. Fields has missed three straight games after hurting his thumb in Week 6 against Minnesota and has been limited in practice this week. His status is foggy and while he could miss another week, there is also a chance he returns on Thursday night.

23. Gardner Minshew II - Indianapolis Colts

Gardner Minshew II has the Colts in the playoff hunt after toppling the Carolina Panthers on Sunday. Minshew completed 17-of-26 passes for 127 yards and a touchdown and will look to lead Indianapolis to .500 on the road in Foxborough on Sunday.

24. Kenny Pickett - Pittsburgh Steelers

Say what you want about Kenny Pickett, but the second-year quarterback led another game-winning drive on Thursday night to elevate Pittsburgh to a 5-3 record. Pickett did not wow in the stat sheet, passing for just 160 yards and a score, but he did what he needed to do to help the Steelers win another football game. Pickett has another opportunity to get in the win column on Sunday against Green Bay.

25. Bryce Young - Carolina Panthers

Bryce Young had a disastrous performance against the Colts in Week 9, throwing three interceptions in a 27-13 loss. Two of his interceptions were returned for touchdowns by Colts’ defensive back Kenny Moore. The rookie only has one NFL win on his resume and will be thrust back into action on Thursday night against the Chicago Bears.

26. Taylor Heinicke - Atlanta Falcons

Taylor Heinicke fell to 0-1 as the starter in Atlanta after Josh Dobbs’ incredible comeback, but Heinicke gave the Falcons’ offense more grit and life. He completed 21-of-38 passes for 268 yards with a touchdown and an interception. Heinicke was named the starter for Sunday’s game against Arizona, although Arthur Smith has not named a rest-of-season starting quarterback.

27. Zach Wilson - New York Jets

Zach Wilson and the Jets dropped another prime time game, falling 27-6 to the Chargers on Monday night. Wilson completed 33-of-49 passes for 263 yards in the loss, struggling to ignite the offense. Wilson cannot escape the lights, as the Jets take on the Raiders this coming Sunday night.

28. Mac Jones - New England Patriots

The Patriots are alone in last place in the entire AFC. Mac Jones’ play has been part of the reason why that is the case. Jones had another tough outing against Washington, completing 24-of-44 passes for 220 yards with a touchdown and an interception. He is unlikely to be the starter in New England next season, let alone for the remainder of this season as the Patriots could always see what they have in the other quarterbacks on the roster.

29. Aidan O'Connell - Las Vegas Raiders

Aidan O’Connell and the new-look Raiders waisted no time putting one in the win column. O’Connell looked serviceable under center in the 30-6 win over the New York Giants, completing 16-of-25 passes for 209 yards. The rookie will be under the spotlight on Sunday night as the Raiders play the Jets.

30. Carson Wentz - Los Angeles Rams

Following the stinker on Sunday, the Rams released quarterback Brett Rypien and brought journeyman Carson Wentz on board. The Rams are on bye in Week 10, but if Matthew Stafford (thumb) can’t go it will be Wentz under center for his first game action of 2023. It looks as if Stafford may be ready to return after missing just one game, but still worth noting the backup quarterback change in Los Angeles.

31. Jordan Love - Green Bay Packers

Jordan Love finally put a win on the board after a tough four-game losing streak as Green Bay downed the Rams 20-3. Love completed 20-of-26 passes for 228 yards with a touchdown in the win, bringing the Packers to a 3-5 record on the season. Love will be back in action Sunday against the Pittsburgh Steelers.

32. Tommy Devito - New York Giants

Last but not least, we have New York Giants phenom Tommy Devito. DeVito has been better for drawing tons of Danny DeVito jokes on Twitter rather than his play on the football field. The Syracuse and Illinois product completed 15-of-20 passes for 175 yards with a touchdown and two interceptions in the loss to the Raiders. DeVito is likely to be the starting quarterback in New York going forward following Daniel Jones’ ACL tear with Tyrod Taylor also still on the injured reserve, setting the Giants up to get in position for a top draft pick.
