ANALYSIS: Indianapolis Colts wide receiver Josh Downs is the WR28 for the year, averaging 11.7 half-point PPR fantasy points per game despite inconsistent quarterback play. The second-year wide receiver is coming off his best game this season, totaling four receptions on nine targets for 109 receiving yards, a touchdown, and 20.2 fantasy points.

Downs had a massive fantasy performance with Anthony Richardson under center. However, he has been better with Joe Flacco. The former North Carolina star has averaged 15.2 fantasy points per game in the three contests with Flacco, totaling 11.4 or more in every matchup. Thankfully, the Colts benched Richardson for Flacco earlier this week.
More importantly, Downs is a borderline must-start wide receiver against the Minnesota Vikings this week. They have surrendered 37.7 fantasy points per game to wide receivers, the most in the NFL. The Vikings have given up two or more receiving touchdowns to wide receivers in four consecutive games.
